CANADA BEGINS PLANNING THE FUTURE OF IMMIGRATION

While no rules have changed at this point, the federal government, together with the provinces and territories, has begun planning the 2027–2029 Immigration Levels Plan.

During the Forum of Ministers Responsible for Immigration, governments discussed strategies to maintain immigration at sustainable levels while continuing to support the economy and communities across the country.
Key topics included strengthening the Provincial Nominee Programs (PNPs), improving the Express Entry system, and creating more effective pathways to permanent residence for temporary foreign workers and international students already living in Canada.
Ministers also discussed measures to improve foreign credential recognition, strengthen settlement services for newcomers, and expand Francophone immigration outside Quebec, while taking into account the specific needs of each province and territory.
The federal government reaffirmed its intention to keep immigration at sustainable levels in the coming years. Its plan is to stabilize permanent resident admissions at less than one percent of Canada’s population beyond 2027 and reduce the temporary resident population to less than five percent of the total population by the end of 2027. During the meeting, provinces and territories also called for a greater role in setting immigration targets and requested more predictable allocations under the Provincial Nominee Programs (PNPs).
